Motherboard or the cpu bad? E-Mach mcp73vt-02w

I have a customers e-mach mcp73vt-02w

The EU said that it would come on for about 3 seconds and shut back down. She tried a new psu and said it did the same thing. When I got it no power at all psu is dead on tester. I put in know good psu, cleaned heat sink for CPU Very clogged. Now i get the 3 second shutdown and the CPU fan goes up and down then shuts down.
I reseated the ram, no change
I removed the ram, no change
removed the dvd & hd , no change
removed the CPU all together, seems to only come on for few sec based on psu fan then goes down.
There was some dust on the CPU i cleaned off, no change
Reinstalled cpu/hs , no change
Cleared cmos, no change
New 2032 battery, no change

The ONLY thing that made a difference was unplugging the 4 pin cpu power then it will come on and stay on Fan at full speed no video.

No video or beep codes at any point.

I don't have a mobo or cpu to test with yet. But will order one.

I am thinking the cpu but just want some more expert opinions.

It is more likely the motherboards. Capacitors and other things tend to go bad over time with motherboards, whereas CPUs are much less likely to fail over time, unless it got overheated and there was no thermal protection to shut it down automatically before it burned up.

Well, as you already know you need more parts to test. However since it will stay on if you remove the
4 pin connector that I believe gives feedback to the power supply so that it will shut down if power supply or another component is overheating when you replace the parts make sure that you watch the temp, especially on the cpu, very carefully. You don't want to fry something else.

well most likely mobo, as said
note that you can have more than 1 device bad : power supply and ram stick, or cd drive.
i suggest to test as much as you can on a working system
anyhow, for completeness, use the minimum setup :
Here my troubleshooting procedure :
with a new motherboard : verify if all mounting standoffs correspond with the holes in the mobo !!
Or test the mobo ouside the case, on a wooden  (non conductive) surface
clean the system from dust, then  test with the minimum setup - disconnect also all peripherals and network cables :
connect only  motherboard + cpu + 1 ram stick, video card, power supply
verify that the 4-pin or 8-pin CPU Aux power plug is connected
verify that the VIDEO card has a power connecter - if yes, connect the power to it !
on boot, do you have a display?
if NO it is one of the connected, swap ram, Power supply, video card or monitor - leaving only motherboard and cpu
if Yes, add devices till the problem shows

you can also check the motherboard for bad capacitors as shown here :   www.badcaps.net

additional tests and things to try :
boot without ram, it should beep; (also, without video card)
try bios default settings,(if possible) or clear the bios by removing AC and bios battery
renew the CPU heatpaste

i have doubt on 4-pin ATX(12 volt) slot from mother board side....

or forcefully insert 4-pin connector....

for test purpose ,u can use patch cables between 4-pin and mother board connector...

Thanks but I have been through all of those options there are no system restore points, there is no backup, I also tried the Vista Repair disc from NeoSmart and I get a read error right after I hit no to I don't want to enter a key, I have a screen shot of it but my camera battery is charging. I was able to get into it with a PE disc and backup the data I will check with the customer tomorrow but I may just start over with it.
Time to get some sleep it's 2:30am  zzz

I have tried it 3 times now with the same result I even hooked up a newer clean dvd-rw drive to rule out the disc read error.  I get the    Windows cannot open the required file  D:\Sources\Install.win. The file does not exist. Make sure the required ........  Error Code  0x80070002  

I have done Chkdsk /f 2 times but this time I did it it's hanging on 13 Percent of stage 4 of 5 at 80,000 for over a hour I just checked it and it made it past that is moving along.

If that does not help I will burn that disc agian at low speed and see if that makes any difference.

Ok I know I should of checked this before but the recovery disc I am booting with truly does not have that file the only thing in that Sources folder is a boot.win that is 116 MB. The install.win is no where on the disc

Any thoughts of a better disc or is there a trick.

are you running the repair from an original xp install disk?
if not, try to borrow one from a friend, same version is best, to run the repair

I wish it was xp it's Vista Home Prem, I have the full disc but it does not let you do a repair install like you can in XP.

Ok I had not gone that far with it before, are you referring to the fact that it will move the old install to Windows Old .. That sounds to me like a clean install except that it moves the original install to that folder so you can access the data then its just a matter of moving the data back over? Is this correct?
