PC not powering up

Hi There
I am trying to repair a 5-6 year Packard Bell imedia 5004. When I power it on after
it has not been in use for a while, it will power on, when I turn it off it will not
power on again. I thought the problem was with the power supply, I checked this with
a PSU tester and the readings would suggest that the PSU is working. I checked all the
drives in turn; HDD Cd, Dvd and floppy
also when the psu tester is connected the PSU fan works, when I disconnect the tester
and try to power it on again, nothing.
The only other thing I can think off is the power switch might be damaged.
Any ideas welcome.
