The fact that the beeps do not change with memory installed or uninstalled is crucial. A functioning stripped board should give a different error message with bad ram vs one with no ram. If your board is stripped of every removable item including the memory pulled then there are only a few more steps for diagnosis.
1. Is the PS outputting the proper voltage on all rails?
2. Is the cmos battery holding correct voltage.
3. Have you reset the cmos to default?
If yes to all then the board is a goner.
