AM2+ CPU does not read both cores

I installed a AMD Socket AM2+ X2 7550 / 2.5 GHz CPU into a Biostar MCP6 M2+ MOBO. The BIOS shows both cores of the CPU 1250 / 1250. I then installed XP Professional SP 3. When I go to the my computer / properties, it only shows 1.86 GHz on CPU speed. It seems like the OS is reading only one core of the CPU. Is this just a misrepresented MOBO, or is there some setting I can change to get the full 2.5 GHz of CPU speed.
