Motherboard Fried? Green LED no response when powering up

I am trying to repair an E-Machines T2885 desktop.
Original Problem-
Machine will not power on. No response whatsoever when power button pushed.

The obvious solution... I replaced the power supply since the original one would 'hiss' when plugged in.
Replacement power supply was installed. Power supply works on a different machine just fine. Power supplied only to 12 volt aux, processor fan, and 20 pin power supply on the mobo. Only VGA cable plugged in.
Processor fan will spin momentarily upon plug-in, green LED appears on mobo, still no response when power button pushed. I tried a different power supply with same results, except processor fan will not spin at plug-in.
I have tried reseating CPU and changing the power LED connectors around in case they were moved. I could not locate CMOS Clear pins. I however do not suspect the case has been opened since I broke the VOID label when I opened it this morning so everything should be intact.

Considering the steps taken, I feel the motherboard is bad. Can anyone confirm the signs of a bad mobo or suggest any other troubleshooting? I've read a few forums that mention EMachine mobo burnouts when power supplies go bad.

Are any of the capacitor's popped or leaking?

You have a green light on the mobo? Any other lights?

When you press the power button, does the boot process start, then stop?

Is there a beep (or more than one)?

If you have 2 sticks of ram have you tried all combination's of each stick in the primary slot (using just one at a time)?

Does the CPU have thermal grease?

Is the PSU enough power to run the system (it most likely is)?

Answer these questions, then you may find the answer, and if not, answer them for me. :-)

Capacitors all look good. No pops or signs of leaks.

1 green light on mobo, no other lights.

When pressing the power button, boot does not start up at all. There is no response at all when pushing power.

No beeps.

I have tried different RAM, both slots, one at a time, no luck.

CPU does have thermal grease.

PSU is sufficient.

Make sure the power button is connected from the power button to the correct pins on the mobo.

It sounds funny, but try another power supply just to make sure.

Basically, the system would attempt to boot if the mobo was OK but there was something else wrong. If there was an issue with CPU or RAM the board would post to tell you that.

It's something related to either the PSU, power button (maybe not plugged into the pins on the board correctly), or the MOBO is bad as you expect it is.

If you try another PSU and it's a no go, and you can verify the power button works, than the MOBO is most likely the bad link.

To test the power button: Make sure you understand how to do this before you do it: Unplug the power button jumper from the mobo and short the two pins together (since that's all that a power button does anyways).

If the computer turned on, then off, that would be another story, but having it not turn on at all indicates what I've listed above.

I didn't think of it before, but I tried the 'bad-hissing' power supply in a good machine and it worked fine.

So I tried to jump the bad pc with the bad power supply as well as a good power supply to no avail.

Considering the techspot forum advice, the inability to jump the bad pc, and a working 'bad' power supply, I'm thinking this mobo is a no-go. Agree?
