on a dell latitude D600 i have a Iogear bluetooth usb 2.0 micro adapter not being recognised...

i have installed the micro adapter and everything "LOOKS" good.  but i cannot get the bluetooth to open. I click on the icon in my tray and it says "No blue tooth device detected".

I am trying to use my cell phone (A motorola Rizor) as a modem.  T-Mobile told me i only have to make my phone discoverable and it should be detected by the MicroAdapter.  But, it doesn't seem to pick it up.  the desktop icon and the tray icon will not even open, it just tells me there is no bluetooth device detected and to be sure that it is on.  

Oh yes, i am running windows xp
What else can i try?
