Recieving "Severe: Setup will only run in Administrator mode. Setup is aborting" message when trying to install Radeon 9250 drivers.

I just got 2 VisionTek Radeon 9250 PRO PCI video cards that I installed on two engineering PCs.  I installed the video cards with no problems and windows (xp) detected drivers which made both cards fully functional.  However, the only thing installed was the drivers for the cards, not the ATI Catalyst or ATI Control Panel or anything.  So, I dug out the drivers CD that came with the cards and popped it into the ROM drive.  I cruised through the first few steps of the installation when all of a sudden an error message pops up, closing the install process once "OK" is clicked.  The error window that pops up is labeled "severe" and then the content says: "Setup will only run in Administrator mode.  Setup is aborting." and that's it.  I tried finding a driver download online which was just a nightmare: nothing like the nVidia forceware install package which covers a wide range of cards.  I downloaded a few Radeon .exe's, but I couldn't get any of them to work.  I got the same results and the same error when I tried to go through the install.  I checked the user's privledges under User Accounts on the Control Panel and he was already set to "Administrator".  I then figured I would just log onto the machine under the Admin account and would try to run the install.  I did and still no luck.  Got the same error.  I then started to troubleshoot online in which I came across a lot of forums where other users have had the same problem but i didn't come across a clear solution.  I saw a few posts where other users mentioned something about the .Net Frameworks and how it would help to have your PC up to date with those installs.  We already administer the .Net 1.1, 2.0 and 3.0 Frameworks as installs on PCs, but I thought that maybe this guy didn't have it installed for some reason.  I went to his Add/Remove Programs list and all of the frameworks were already installed.  I don't know what else to try.

Have you tried creating a new administrator user account and using that one?

You can try removing the drivers from safe mode/admin  then run the setup from there.

Are you sure you were on the ATI website? I found it just as easy to navigate as nvidia's

There only accounts we use on any given PC are the Domain Admin account, the local "administrator" account and the user's account which we set the level of it to administrator.  I have logged onto the guys PC with all three and I got the same message.  There is no account higher than our Admin account and we even get the message on that account.

I went to the "ATI Website" which appears to be rooted from AMD's main site.  I'm assuming AMD bought out ATI (if so, I'm really far behind...) due to the fact that ati.com redirects you to something like amd.ati.drivers.com.  I found the driver easily on there but I still got that same annoying error message during install.  In my opinion, going into Safe Mode to install a simple video driver doesn't sound normal.

By logging into safe mode, windows will not auto load its own drivers before you get a chance to load the drivers that you want loaded

You might also try dropping an email to ATI they are usually pretty good about responding timely

Also...just to clarify...
You have removed the old ATI software if it was present...right?

That's the point, there is no software loaded.  I wanted to install everything that can be installed so that the user(s) can adjust from dual to single display and change a few settings, etc.  Both cards work due to the fact that windows automatically provided the drivers, but that's it.

This is a very confusing problem. Well, even if your an administrator, you can still have restrictions so maybe a file/folder or a registry key/value is locked or something. Also, have you looked at:

This from ATI support:


First download and attempt to install the latest Catalyst driver software. If it terminates again, it should at least have extracted the setup files into C:\ATI\Support, where you can continue to follow the manual install instructions detailed below:

Windows XP/2000 users:

   1. Open Device Manager; Go to Control Panel, System, Hardware Tab, Device Manager
   2. Locate the video controllers which should be located under "Unknown" or "Other" Devices.
      Windows may have installed a default driver already in which case you should look under “Display Adapters” instead
      Video Controller (secondary) <--- Right click on this and select "Update Driver"
      Video Controller (VGA Compatible)
   3. Select "Install from a list or specific location (Advanced)" and click "Next"
   4. Select "Don't search. I will choose the driver to install" and click "Next"
   5. If you are asked to select the "TYPE" of the device you want to install, select "DISPLAY ADAPTERS" then click "Next"
   6. Click on the "Have Disk" button, click "Browse". Point it to the ATI setup folder (C:\ATI\support\wxp-w2k-catalyst-[version number]). Browse to the folder "Driver", then "XP_INF" OR "2KXP_INF" and select the file listed in the browser window, which may look like "CX_xxxxxx.inf"
   7. Select Open then OK and continue with the installation
   8. Do not reboot if you are prompted
   9. Repeat steps 2 to 7 for the remaining ‘Unknown’ or ‘Other’ devices then REBOOT if prompted. Reboot manually if you are not prompted to do so to ensure system stability.

After the reboot, install the ATI Control Panel by browsing the (C:\ATI\support\wxp-w2k-catalyst-[version number]\CPanel) and run Setup.

If you are using an All-in-Wonder based card, install the WDM drivers by browsing the (C:\ATI\support\wxp-w2k-catalyst-[version number]\WDM) and run Setup.

ATI has now suggested 'it may be a windows problem' and to rebuild the Windows WMI Repository but...

Full text of ATI's response to "Severe: Setup will only run in Administrator mode. Setup is aborting":

Solution:      This may be a Windows related issue.  Please try the following:

    Enable the Windows Event Log service

        * Click Start > click Run > enter "services.msc" > Click OK
        * Right-click "Event Log" > select properties
        * Set startup type to "Automatic" > click apply and restart the system

    Ensure that the User account is set to "Administrator"

        * Open the Windows Control Panel
        * Open User Accounts > select your user account > select properties
        * Change the profile to "Administrator"

    Rebuild the Windows WMI Repository

        * Click Start > click Run > enter "cmd" > Click OK
        * Type "net stop winmgmt" and press enter
        * Using Windows Explorer, browse to %systemroot%\system32\wbem directory and delete the Repository directory. By default, the repository folder is located in the C:\Windows\system32\wbem directory.
        * In the Command Prompt window type "net start winmgmt" and press enter
        * Type "exit" in the Command Prompt window and press enter.

I was able to install one driver for the video card but it was no where near the current version.  Only part of it installed (I think the Catalyst Control Center) but not any driver; the card just went off the one Windows found for it.  I was able to then uninstall this from the add/remove programs list.  I went into device manager and uninstalled the drivers for the card.  I was then prompted to reboot and upon reboot I started the PC into Safe Mode.  Once in Safe Mode, the "found new hardware" message appeared and I was asked to install the drivers.  I left the window up and ignored it so I could browse to the CD and just run the setup.exe off of the disc.  This time it worked and once the drivers began installing the "found new hardware" box that I had ignored earlier disappeared.  I got the "new hardware is ready to use" message shortly after.  

I should have tried to install the drivers in Safe Mode as part of my troubleshooting, but it never crossed my mind seeing that this is the first video card that I have installed that I've had to go into Safe Mode to make it work properly.  Thanks to all who helped!
