Currently have a ATI radeon x1300 pro PCI-E 256MB card on optiplex 745 SFF pc with Vista ultimate and 4gb RAM. Any suggestions on card upgrade was considering nvidia geforce 7600 gt pci-e or just same ATI card with 512MB frame buffer.

The PSU on Dell system will not enough if you upgrade hardware that required more power supply. However, here are few low profile video cards:

Only low profile video cards will fit in the small form factor case. In order to make improvement, the video is just one of facts that you will need to upgrade: memory, power supply, etc. Is it worth for upgrading such system since you dont have more choice to do with such small case?
Of course, better video card will help improve the performance.

ATI radeon x1300 pro PCI-E 256MB card is very good card you have there though. Why you want better card? For gaming?
