Several thoughts ...
First, as Callandor already noted, you can't simply use a VGA to sVideo adapter unless your video card supports that. These only work if there's an s-video component on the otherwise unused pins of the DB15 connector. If that's the issue here, you simple need to buy a converter -- such as this: http://sewelldirect.com/PC
Second, are you SURE the TV is set to the input you're trying to use? If not, the input won't be active, and the PC won't detect it even if you're using the correct connection.
Third, is this an HDTV set? If so, you'd be much better off using the HDMI input -- which you can connect directly to your DVI port with a simple adapter cable (the video signalling is identical). If the TV is an HDTV I'd use your VGA output for your monitor (assuming it has dual inputs) and the DVI output for the TV.

Was your VGA port designed to output s-video? A simple adapter is not enough to make this work; the card has to be designed to work that way with extra signaling.
