I have download the Sony Mpeg Realtime Encorder board driver, but for some reason don't see anything in the device manager.

Tuner not Found In sony Vaio VGC-RB42G
I had a hard drive issue with the abobe mentioned sony vaio Desktop Model VGC-RB42G.
After installing a new hard disk and windows XP media center the TV tuner card BTF-PA402Z is not detected. Dont see information on sony support. Before the hard drive failure the card worked just fine..

Did you install all the other drivers as well?
In a lot of cases you need the chipset drivers installed before other hardware drivers get recognised.
I'm not familiar with this Vaio, is the card separate? If so power down & remove it then restart followed by powering down and replacing it. If it's still not recognised try using the Add Hardware Wizard in Control Panel to install a device that is already connected.
There's an outside chance the card is bad but often even a bad card wil be detected by Windows PnP
