New video card causing reboot

I have an Optiplex GX280 mini tower that I have tried to install a Jaton Video-228PCI-LP video card in. When booted in normal mode it will reboot as XP Pro is loading. Safe mode is OK, so I figure the problem is driver related. I have flashed the machine BIOS to the most recent version. I used the install CD that came with the card. Any idea why this keep happening?
