Video Issue

I have a Dell Optiplex 170L that is running an Radeon 9250 video card and dual 19in monitors(1280x1024).  I have had an issue when dragging windows across the 2 monitors where my video is all messed up.  The only way I can get my window to display correctly is to minimize it and then reopen it.  I don't think it is the video card, because I have tried a nvidia card in the past with the same results.  Does anyone have any suggestions??????
