Fresh install erros on Dell dimension 8400

I have been given a Dell Dimension 8400 with a strange fault, it basically wont run any app including system ones, after a fresh install upon first start up I get
"Windows explorer has encountered a problem and needs to close"
Next the security center icon pops up saying my computer may be at risk etc, so I click the bubble and get,
"Run a DLL as an App has encountered a problem and needs to close"
Its impossible to install any drivers as this just give a similar error, so I started eliminating things, first I removed all cards, firewire and sound reinstalled and get exactly the same, next I tried removing one memory stick, reinstalled and the same, removed the other memory stick replacing the previous reinstalled same again, disconnected DVD rom reinstalled same again, graphics card I though, so with everything possible removed/disconnected I managed to set up remote desktop, removed the graphics card logged via RD with the same errors,
I have also noticed the windows have pink writing instead of white, see the attached screen shot,
This is the same after each install with various cards removed/disconnected etc.
Could this be a hardware fault? Any ideas any one?
