I have a homebuilt rig in the following configuration:

It was operating flawlessly for over 6 months with minor over clocking to 3.0 (nothing changed in the BIOS except the multiplier in the unlocked Black Edition). I decided to add additional memory in the form of a set of 2 x 1GB Crucial Ballistix Tracer 240-Pin DDR2 800. I shut down and down-clocked the cpu to stock speed. I cracked the case and added the memory. When I fired it up, all of the fans spun up, lights came on, then NOTHING. No beeps, no video, nada. The LCD indicated that there was no signal. I took the old memory out and moved the Crucial memory in the slots previously occupied by the A-Data. Again, nothing (past the fans, lights, etc.). I then took out the Crucial memory and replaced it with the A-Data. This time I started to get the boot screen, so I jumped into the BIOS thinking that perhaps the memory was bad, and I'd just RMA it and take the pc back to where it was. I changed the multiplier back to get to 3 Ghz. saved, exited and rebooted. Then blammo, lights, fans, etc....then nothing. Again, the LCD comes up with "No Signal". I tried ALT/CTRL/DEL and the noticed that my Razer keyboard (USB) that is normally backlit, was not lit up. I tried all of the USB ports, and nothing. I then plugged it in to my laptop and it had power.
I'm inclined to believe that something failed on the motherboard that also controls the usb function. Is this possible? Also, if the usb fails, would that prevent the OS from booting? Are there any other tests I should try? Would this also cause the "No Signal" message I'm getting (yes, I tried a different working video card, and I get the same message.)?
