recommendations on a PC upgrade

I'm looking to replace my existing system and buy and new PC.

I'm a software developer and use quite a lot of programs...i.e. Visual Studio 2005, SQL Server Management Studio Express, Photoshop, Illustrator, Flash, Dreamweaver, Microsoft Office Suite, Eclipse, and a bunch of additional software tools.

I want to get a PC that will give me the power I need.

I built the last one, which is still running okay, but doesn't have the speed and power I need to do development.

One suggestion was to purchase from DELL instead of building my own again, which is fine. I just want to get a really powerhouse system.

Top end processor, max memory, good board, multiple drives with lots of space, top end video and sound cards and I still want to use XP instead of Vista. I have XP, but not sure I can have it pre-installed on a system that is ordered.

I'm also in the market to buy a new server for my home network. Currently, I have an old Compaq Proliant 4500 series. I'd like to retire that server for a new server and use the Proliant as a file server or something else.

Any recommendations would be helpful and welcome.
