if you can boot, the drive can read cd's, and boot from it.
possible causes then are :
-bad cable - as said
-bad IDE controller - connect the drive to the other cable and test again ! (you may have to change the jumper !)

Assuming that you booted a CD before from this machine.
Check to see cd is still good, by checking if it boots up in another machine.
Check to see if cdrom is available during post when bios is on. If lights comes on then disc starts to spin or halfway spins then dies. ---->Either your cdrom is going bad or you dont have a bootable cd in the cdrom.
