Browse All TopicsI'm trying to use ATI's TV Wonder USB on a machine running Win 98 SE and DirectX 8.1, but every time I try to use the TV viewer I get an error "The TV player failed to initialize video". I have all the proper drivers installed, and my generic video card seems to support overlay, so Im not too sure what the problem is. It appears that the software thinks the device is already in use; however, there are no other applications running. Any help would be greatly appreciated.

E) INSTALLING TV WONDER USB WDM DRIVERS
After running tvw-usb-mmc-7-4-0-0.exe the drivers for TV WONDER USB will exist in the following default location; "C:\ATI\tvw-usb-mmc-7-4-0-
RESTART the system when prompted.
Connect TV WONDER to a USB port on the system.
When NEW HARDWARE is detected you must browse to "C:\ATI\tvw-usb-mmc-7-4-0-
LAUNCH the TV application and complete the initialization process.
If NEW HARDWARE is not detected when you connect the USB cable then you can manually install the TV WONDER drivers as follows;
From Device Manager:
Right Click on ATI TV Wonder, USB Edition device and select Update driver.
Select Install from a list or specific location and Click Next
Check Include this location in the search
Click the Browse button.
Browse to "C:\ATI\tvw-usb-mmc-7-4-0-
Click Next and then Finish to complete the driver installation
Under the Sound, Video and Game controller section,
Right Click on "ATI TV Wonder, USB Edition" device and select UPDATE DRIVER.
Select Install from a list or specific location and Click Next
Check Include this location in the search:
Click the Browse button.
Browse to "C:\ATI\tvw-usb-mmc-7-4-0-
Click Next and then Finish to complete the driver installation
NOTE: In some circumstances the TV WONDER USB devices may appear in DEVICE MANAGER under OTHER DEVICES.
To resolve this problem use DEVICE MANAGER to REMOVE these devices and THEN do a system RESTART.

Some ATI display drivers will not recognize or function with the software contained in tv-capture-wdm-6-13-10-612
If problems continue and you are using the Recommended ATI Display driver open DEVICE MANAGER >> Sound, Video and game controller to ensure that all ATI WDM components (Listed below) are present and functioning properly. The properties for each device MUST state that "This device is working properly"
ATI Specialized PCD WDM VBI Codec
ATI WDM Rage Theater Audio
ATI WDM Rage Theater Video
ATI WDM TV Audio Crossbar
ATI WDM TV Tuner
Specialized MVD WDM VBI Codec
If any device is not working properly,
- Select and remove all of the ATI components shown under Sound, Video and game controller
- Close DEVICE MANAGER
- DO NOT restart the system
- install tv-capture-wdm-6-13-10-612
- Restart the system

In regards to your posts prior to 09/19/2002 05:39PM PST:
- The device is listed twice in my device manager, and is 'working properly' in both places.
- Already went to htp://www.ati.com/support/
- Already installed tvw-usb-mmc 7.4 and the complimentary drivers, still no luck.
- Im not running ATI MULTIMEDIA CENTER version 6x.
- Already tried uninstalling NetMeeting to see if that would help and it didnt. Some of the links suggest Web TV may also cause a problem, but Im not running that.
Have you tried running DXDIAG to see if their are any problems ?
Have you gotten the newest W98 Service pack and other patches installed ?
What have you added recently to the computer ?
It sounds to me that some new program/update is causing the problems.
I would run the Start-windows update to make sure that you have the newest updates.
In addition Cleanup the startup stuff. In win98/Win ME/Win XP - Do a Start - Run - msconfig, startup Tab , or for win95 , NT or win2k,
Download the Startup COP a free pcmag utility from

Run it and it will show you everything that is listed in all the possible startup places, and allow you to disable things one at a time until the problem is eliminated.
A lot of probelms are caused by excess old baggage - programs that have not been properly un-installed. Startup Cop will eliminate leftovers and un-wanted programs that you no longer want.
Older Antivirus programs and Norton Utilities have been known to cause problems
try disabling them also !
Update and run 2 good, updated antivirus program- Norton, McAffee etc.
Then run SFC from the Start-run command, and have it fix any broken files.
ALso check into getting driver updates for ALL of your hardware, BIOS, VGA, motherboard etc.

Im going to try a couple of you suggestions (Startup COP, 98 patches). Here are some answers to the questions you asked.
Have you tried running DXDIAG to see if their are any problems ? * I ran it, no problems detected everything is enabled. *

What have you added recently to the computer ? * Quake III was just added, and I recently removed PCAnywhere, Remote Desktop Connection, and Net Meeting *

Still no luck with the device. I tried running the latest service pack for 98. I tried using Startup COP and disabled everything but the ATI stuff. And all the key devices (BIOS, mother board, video, game controllers etc) are already running the 'best driver'. Any other ideas? Is there any possibility the problem can be linked to the version of IE I'm running (5.0)? Thanks for your suggestions thus far.

Not likely but you could always upgrade it to find out.
Chances are from all the troubleshooting you have done I would say the device may be defective or that it won't work with your current video card.
I installed the IE upgrade and the device is still not functioning properly. I also put NetMeeting back onto my machine and noticed that the device was listed as a video capture device on the Video tab of the Options window. If I click the play button in NetMeeting the display window actually shows channel 2 too. To me this seems to suggest the device is working and the video card does support the device. What do you think about that?

A friend of mine is useing AOL and said she had removed a program and deleted some DLL's (didn't know what program or what DLL's and had emptied the recycle bin). After that 2 problems cropped up. One everytime she boots the computer and then starts AOL it goes back through the modem setup. (AOL Ver. 7.0). If she closes AOL and then restarts AOL again its fine. Only after booting. Well after working on it a while I discovered the problem. She has a Lucent WinModem, and has com ports 1 and 2 installed. Whenever the computer is rebooted the modem switches com ports alternating between com 3 and com 4. Thus AOL can't find the modem on the com port it has set up and goes back through the set up routine. She is running Win98.
The other problem is she can navigate anywhere on the web but when she goes to her home banking page the main page loads OK but when she clicks to log onto her account it give a "page cannot be displayed error". I tried to see what would happen with IE 6.0 and it gives the "page cannot be displayed error" on all sites. I tried the IE Explorer repair tool, have uninstalled and reinstalled dial up networking ant the tcp/ip, deleted and re-extracted winsock.dll, wsock32.dll and wsock.vxd. I have also uninstalled and reinstalled the modem driver and AOL 7.0.
Any hopes short of wiping out and reinstalling Windows?

The reason the modem is moved to another com port on boot up would most likely be because windows sees another device using the com port and or resources assigned to the port. Windows see a conflict so it moves the modem to another port in an attempt to resolve it.
I would boot into safe mode and remove all entries of the modem and also I would look for other duplicate entries and remove them, remove old monitors or other devices not currently installed such as CD Drives, do not remove entries from the floppy drive and IDE drives, and sound uless you are sure that they are no longer needed, because there will be entries listed in safe mode that are not shown in normal mode that need to be there. Removing the modem in safe mode and allowing windows to reinstall it may clear up the conflict, if it doesn't then try the solution for resource conflicts offered at the link below. I copied part of the article and pasted it below. The part about windows only modems may be where you need to start.

Resource Conflicts
If your modem is set to use the same resources as another device in your computer, there is a resource conflict, and either or both of the devices may not work. Resource settings that a standard modem uses include an input/output (I/O) address and an IRQ. In addition to this, Windows-only modems also frequently use a direct memory access (DMA) setting.
In some cases, however, a Windows-only modem that conflicts with another device may not have an exclamation point in a yellow circle.
In this case, you must manually determine if there is a conflict. To view the resource settings that are used by your modem:
On the Device Manager tab, double-click the Modem branch to expand it.
Double-click your modem, and then click the Resources tab.
NOTE: If the Resources tab does not exist, your modem's resources cannot be configured by Windows 98/98 Second Edition. To determine the resources that your modem is using, view the documentation that is included with your modem.
Note the resource settings that are used by your modem, and then click OK.
Double-click Computer to view all of the resource settings that are being used by your computer, listed by resource. Click each resource setting to determine if there is another device that is using any of the same settings that your modem is using.
NOTE: You do not need to follow these steps for hardware that uses the IRQ Holder For PCI Steering setting because hardware that uses this setting does not cause a resource conflict.
If there is another device using any of the same settings that your modem is using, you need to change the setting for that device or your modem. If the device is a Plug and Play device, you may be able to do this on the Resources tab in Device Manager, although some devices may require that you change jumper pins or dip switches on the device itself inside your computer. To determine the best way to change resource settings for the device, view the documentation that is included with the device or with your computer.
Because Windows-only modems are Plug and Play, you should be able to change the settings for the modem in Device Manager. To do this:
Click Start, point to Settings, and then click Control Panel.
Double-click System, and then click the Device Manager tab.
Double-click the Modem branch to expand it, and then double-click your Windows-only modem.
On the Resources tab, click to clear the Use Automatic Settings check box.
In the Setting Based On box, click a basic configuration with settings that do not conflict with any other device.
If none of the available basic configurations have settings that do not conflict with any other device, you may need to manually change some of the resource settings. To do this, click the last available basic configuration, and then double-click the resource setting that you want to change.
This post really doesn't address the page cannot be displayed message but I think that getting the modem to stay on the right com port is more critical. You may need to remove IE 6.0 if you haven't and go back to the previous version and get all pages loading except the original one if you haven't already done so. Once you get the com port problem corrected and are able to load web pages again, I would consider upgrading to windows XP this may clear up some of the issues and or fix corrupted files that may be causing the problems. I would at this point also backup all data, if you haven't done so already. Have you run System File Checker from control panel? If not then you might want to do so.

Click Start, point to Programs, point to Accessories, point to System Tools, click System Information, and then click System File Checker on the Tools menu.
Click one of the following options:
Scan For Altered Files
Extract One File From Installation Disk
NOTE: If you click Extract One File From Installation Disk, you can specify the file you want to extract.
Click Settings, choose the configuration you want to use in System File Checker Settings, click OK, and then click Start

I'll check the device manager listings in Safe Mode as suggested. I did run SFC and it didn't find anything. Also I did check the resource setttings on the modem and they are staying the same and there are no conflicts shown and all of the devices listed show to be working. Only the com port is changing.

You may have to determine the resources used by the modem and compare them with each device to see if there is a conflict, this may be pertinent, but if you have checked then disregard. I only mention it in case, amid all the KB stuff you may have not noticed it.

Disable COM1 and COM2 ports in the BIOS and then try installation again.

I've delt with this problem in the past, I could not resolve this issue. You may have no choice but to reload windows.
Reformat / reload
Definatly a registry issue..

OK, I've checked all of the resource settings and verified there are no conflicts. Her Bios doesn't have an option to disable the com ports but i did remove the modem driver and reinstalled it and still the same thing. So finally I booted to a boot disc., wiped out most of Windows, then reinstalled Windows to a new directory (Windows.000) and it still does the same thing. I could reformat but hesitate to since she has a lot of data files and only a floppy drive to back up to. Also doubt that would fix it if installing to a new directory didn't.

Also I did check the autoexec and win.ini and system.ini files as well as all startup items to see if anything could be causing this and didn't find anything.

When I had this issue I replace the modem with a newer plug and play modem and it did the same exact thing until reformatted and reinstalled.

ALright, after following all the steps above. I still did not have a fix to the problem.
So i went ahead into my device manager and noticed that the car was not showing up. So i opened up the sound,video devices roll-out and noticed that the drvbiers were not working properly. So I went to Reinstall drivers, chose CD, and it picked up all the proper drivers from the /bin DIR on the CD. It installed like 5drivers then i rebooted, then it installed one more driver. And then IT WORKED!!!!!
So check your drivers before you give up!
