Need to Press Power On Button Twice to start

I'm going crazy on this one. I put together a P4 2.8Ghz system with Asus P4C800 Deluxe MB, P4 2.8Ghz CPU, 512 Mb 3200 DDR ram, ATI Radeon 9600 Video card, 100 Gb Maxtor Hard Drive and stuffed it into a Antec Sonata case (380 watt PSU).  From the start the system wouldn't post.  Kept getting system failed CPU test. However, when I reseated the CPU it would start.  I went into a troubleshooting mode to find the bad component. I disconnected everything and tried each component progressively one at a time. Nothing worked other than reseating the CPU, tripled checked the wiring and found no problems. I called Asus and they recommended to exchange the Mboard. Tried again , same results.

I swapped out the P4 2.8Ghz with a 1.6Ghz. Viola, the system would start with no posting problems. Now I figured it was the CPU. I exchanged the CPU tried again, same results. The system would start intermittently and then get System Failed CPU test errors.

I then bought the PC into the shop where I got the components. Explained the problem and had them take a look at it. They were stumped as well and thought maybe the PSU. They swapped out the PSU with another 380 watt PSU.  The system ran good for two days. It started up and shut down properly.

Now the system only posts and starts after the power on button is pressed twice. In other words, from a cold start I press the ON button. Immediately afterwards I get a System Failed CPU Test. I hold the power ON button for greater than 4 seconds to shut the system off. I then press the power ON button a second time and everything works fine.  Strange!    I pulled the front bezel off to check the power on switch. Everything looked ok, all the leads were mounted correctly. All components were potted.
 
As experts, what would you try next? To summarize, I had tried (2) MB's, (2) CPU's and successfully powered on with a lower powered P4 1.6Ghz CPU sucessfully. I also swapped out video card and disconnected Hard Drives and CD-ROMS, Floppy , etc with the same results. System failed CPU Test. Other Info, I built an identical system with same components and have no issues.
