First check you headphones by plugging them into some other audio device. You're bound to have lots of alternatives at home - inc the TV.
If the heaphones are OK then there's something wrong with the feed to the heaphone socket. Check that out by careful investigation with a multi-meter.
There isn't a headphones setting in the Audio controls as you are only diverting the output from the speakers to the heaphones. So the loudspeaker volume control is also the heaphone volume control.

There is no specific settings as such for headphones
Try doing this . If you have got windows xp . go to sounds in control panel.
Under speaker settings , click on advanced and choose "headphones".
This should not matter atall.
Are you sure that your headphone is OK ?
