DMI halting problems

Firstly, this isn't my computer, but a long range fix (I hope) for a friend's pc. Unfortunately I can't go and see it (too far away) so I can't experiment with it or confirm any of the faults...

OK when switched on the system halts on "DMI something or other" (I'm guessing the verifying dmi pool data or something akin to it)

When reset, it goes to the boot menu,
    -  If normal is selected it goes to a black screen with a pointer
    -  If safe mode is selected it boots fine, after which it can be restarted to boot normally.
This applies with all unnecessary peripherals unplugged.

Naturally this is somewhat inconvenient...

Another 'IT person' looked at it and said it worked fine at his house.
But it still messes up. WHY?

I've also found that clearing the CMOS memory (removing the battery or shorting the jumper, whatever your motherboard requires) and reconfiguring the system setup often works.

Other times I've had success with turning on the option to 'reset configuration data' as well in the bios.
