What about a USB COM port dongle? I assume you're running a DOS box in Windows since you mention Device Manager. If you installed a USB to SERIAL port device, (many offer DOS emulation) if the port locked up, you could close the DOS window, unplug the dongle and then plug it back in again, which would give you your'hard' reset without a reboot. Without more details on your OS and applicarion it's hard to consider what else you can do. Perhaps you can elaborate if this doesn't suit your needs.
