Need Help with Dell 4400

Hi i have a have a dell 4400 that wont boot up right. ive tried various things from trying to install xp with bootdisks and formating a HDD on another comp and installing and puting it in the dell 4400 and i get the same results... after the bios check it ask me if i want to start windows normally,  or from the last known good configuration and all that safe mode.   ive selected all of them one by one and it seems as if its going to work but then it restarts over and over.  Does anyone know what the problem is???   it all started after a power failure at my house and i havent been able to use it ever since.

plus primary IDE is conected to the Hard drive as master
what should my other 2 cd burners be connected as??

also when i boot up with winxp install disk it also restarts
