Monitor not booting up with computer

Hello all,
I have a friend's computer I trying to fix. The problem is when I turn on the computer the monitor will do nothing.  Monitor will just stay on stand-by.  I know the monitor works because it works on my other computer.  Don't have any speakers hook up to it, so I don't know if it's giving any kind of post beeps or anything like that.  I tried hooking up a different video card from an old computer I have but still nothing.  Another thing I noticed was the HDD light goes on for a few seconds when I turn on the computer then it turns off.  Isn't the HDD light suppose to blink.... showing that it's reading the drive to boot the OS?  

Any help would be greatly appreciated!

Other causes:
Bad Power Supply.
Bad Ram.
Bad Cpu.
Bad Motherboard.
Bad card.

First pull/unplug everything but powersupply, cpu, 1 stick ram (if more than 1. If using 72 pin dimm, you will need 2), and videocard (Known working one).
Getting beeps or booting up?
If no, then you need to test cpu and ram in another system or known working parts in this mobo, to figure out what is bad.
Don't forget to test/try another the power supply.
