do you have more than one stick of ram? If so, take them out and try one at a time. I think you will find a bad stick. Most ram manufactures are giving lifetime warranty.

I checked that site previous to posting my question....there is no reference, under Phoenix Bios, to thousands of short beeps. It stops at 4-x-x-x

I have two 256MB DDrs. I tried taking one at a time, inserting firmly, ....NO CHANGE. I still get continuous short beeps.

Bah sorry for the unhelpfulness, I rushed through this twice.
You're right pheonix doesn't issue any continous short beeps, they are all in that pause/beep format. An add-in card may issue beep codes during POST (unrelated to BIOS.)
Have you tried unplugging or using a different keyboard? It could be the keyboard cable, or a stuck key.
Your machine has failed the POST, and has failed it before initializing your video card, otherwise you would have a visual text error code to better assist in troubleshooting. Since you checked your ram and have already changed power supply, then this is a classic motherboard problem. You may even spot a black burned spot on one of the motherboards components.
