Metal Blaking Plate ?

I have a dell optiplex 745 that did not ship with an optical drive. It has 2 blanking plates - one is plastic ( which I can remove and isn't a problem however there is a metal blanking plate that is screwed in with 3 screws )

I can not see how to get the case away or how to get access to these 3 screws so as to allow me to take the metal blanking plate out and wanted to know if anyone had any tips or a guide on how to do this.
