I am asuming you have pressed the buttons on the keyboard to turn them off if so and this happens at every satrtup then you need to do the following

go to start run type REGEDIT

go to the following key
HKEY_USERS\.Default\Control Panel\Keyboard.

Find the String value InitialKeyboardIndicators. Change it to 0 if you want none of these on otherwise change it to the number below By default, it is set to 0, which means that Num Lock, Scroll Lock, and Caps Lock are all turned off. Set it to any of the following values, depending on the combination of keys you want turned on or off:

0

Turns off Num Lock, Caps Lock, and Scroll Lock

1

Turns on Caps Lock

2

Turns on Num Lock

3

Turns on Caps Lock and Num Lock

4

Turns on Scroll Lock

5

Turns on Caps Lock and Scroll Lock

6

Turns on Num Lock and Scroll Lock

7

Turns on Caps Lock, Num Lock, and Scroll Lock

Exit the Registry. When you restart, the new setting will take effect

You cannot type on any keys and get any results.

have you tried unplugging the keyboard and plugging it back in or swapping it with another keyboard ?

have you added any other programs recently ?

Sorry, tried unplugging- no help. Cannot get into start up screen on boot. Seems like pc recognizes keyboard, but does not permit typing.

So is this locking up before it even gets into windows ?

If it is a usb keyboard do you have other USB devices plugged in ? if so unplug them

What happens if you disconnect the keyboard does the PC get into windows how about if you disconnect the mouse

try Start.. Run.. osk
this will launch the On Screen Keyboard, so you can type with the mouse.  Of course, no good for getting past that login prompt.  

and when you consider trying other keyboards, try the Opposite of what you have now - if it's P/S2, try USB, or vice versa.  Could be a fault on your motherboard.

If it is USB try different ports, if it doesn't work on any ports try different keyboard, if it still doesn't work try a boot cd such as Knoppix, if you don't have anything there then your USB ports could be dead.

Switching keyboards (ps2)

OK either I was between windows and mis-read something or the moderator comment and request to close disappeared .....

If switching keyboards helped then you can close the question by selecting one of the comments above that resolved the problem.

You never specified if you had a ps2 or usb keyboard so when you say ps2 I don't know if you mean switching from usb to ps2 or that switching out your ps2 keyboard with another ps2 keyboard resolved the issue
