ATI Catalyst Crashes upon launch with "Command Line Interface Encountered A Problem and Needs to Close" Error

Just installed a new Diamond Radeon HD2600XT PCIExpress Video Card. Two things are happenning:
1) Catalyst Center Crashes with Command Line Interface error
2) Although the Windows seems to have accepted the new video card, the Device Manager does not seem to recognize the PCIE entry under the Control Panel/System, ie the entry shows a question mark and can't seem to be able to idenfy a video driver.

I DID completely uninstall the old ATI files, and ran Driver Cleaner Pro to make sure (both the Cab and the Driver cleaner parts of it)

Can anyone help?

Make sure you have the latest versions of .NET installed. You can get these updates through Windows Updates.

The file that is causing the issue is the cli.exe

try to add it to the the exclusions list:

C:\Program Files\ATI Technologies\ATI.ACE\cli.exe

from the ATI control panel go to - imon -> setup -> miscellaneous -> exclusion -> edit -> add

One thought may or may not be revelent which version of directx do you
does this card use directx 10?

ITMuslce - how do I get into ATI Control panel? How do I bypass the CCC application, given it crashes?

Merete - yes, the card is Directx 10.

All - I don't have SP3 yet installed. Do you recommend me doing it? I am mortally scared of the BSOD problem coming back. Had to spend a month back in the spring trying to fix it.

So do you have the latest versions of .NET installed? I would personally install SP3, but I would wait until we resolve this issue first.

I have the NET Framework 1.1, 1.1 Hotfix and 2.0 all installed. Would you recommend installing NET Framework 3.5 SP 1 that I see on the Microsoft Site? Dumb question - does it requre XP SP3 to be installed first, given it has 3.* in the version number?

SP3 does not need to be installed. I would install .NET 3.5 to see if it helps. I had a friend with a similar issue which he cursed at for months until he found out it was because he did not have .NET installed.
