desktop powering up and immediately powering down

I have a desktop HPdc5800 that I just replaced the motherboard.  Now when I turn it on, it just powers on for a second then powers down.  It keeps this cycle going but won't boot.

Could it be the processor?

it can be anything.
Here my troubleshooting procedure :
clean the system from dust, then  test with the minimum setup - disconnect also all peripherals and network cables :
connect only  motherboard + cpu + 1 ram stick, video card, power supply
verify that the 4-pin cpu Aux power plug is connected
on boot, do you have a display?
if NO it is one of the connected, swap ram, Power supply, video card or monitor - leaving only motherboard and cpu
if Yes, add devices till the problem shows

additional tests and things to try :
boot without ram, it should beep; (also, without video card)
try bios default settings,(if possible) or clear the bios by removing AC and bios battery

It could be processor. but can you check is there any lose conection in motherboard.

there is a display for few seconds or totaly there is no display.

The question is, what happened that required you to replace the motherboard?  If it was a power surge, it may have damaged the power supply, motherboard, RAM, video card, cpu, or hard drives (in essence, anything connected to the power supply).  If so, you may have something else that needs to be replaced.

I would recommend resetting the BIOS as a starting point, as nobus mentioned earlier.

I totally stripped the computer of everything, down to the power supply and system board.  When I turned the computer on, it did the same thing.  Power's on and then off, no lights or sounds.  I  also swapped out the following and still have the same problem:

power supply
ram
hard drive

I initially replaced the motherboard because I was receiving 5 beeps with a second inbetween and when you started the computer, it sounded like a server.  Any ideas?
