i agree a Callandor advice. The motherboard is damage.

I have a client with an out-of-warranty Dell OptiPlex GX620 desktop PC. A couple of weeks ago after a shutdown and cold boot the PC stopped before POST with an error code of solid green 3 & 4 diagnostic lights. Dell web site tells me that means "memory present, with error". So we shut it off, reseated the RAM & turned it back on & off a couple of times, pulled the power cord, etc. and eventually after 2-3 tries it booted OK and proceeded to work fine for about a week. When the problem returned, it would not come back on.
New RAM in new slots had no effect, but a new power supply got it to boot. Odd, but OK. So I restarted it just to be sure. Sadly, the problem returned. More testing and Google searches ensued, with new RAM, removing all peripherals, resetting CMOS and running all of the Dell utilities on the utility partition with no errors (including no memory errors).
I'm stumped. I'm hesitant to return the PC saying "As long as you don't restart it, it'll be fine." I'm hoping someone has another idea to help me figure this out.

Power restart problems generally point to the power supply or motherboard capacitors. Since you replaced the power supply, you may have bad capacitors on the motherboard - see www.badcaps.net. These become more common as a motherboard gets older.
