bad power supply effecting other hardware

Turn my system on this morning and thought i smelled something burning but it was not a strong smell at all, the system booted up fine but i figured let me shut it down and just double check everything. After the system shut down i couold tell the smell came from the power supply. i changed the power supply but when i now start the system my monitor says there is no video input so i cant see if the system is booting, there are no worning beeps and all the fans are working, on other thing i did notice it that one of my dvd drive will not open, i changed the connector but it still doesnt work, can the bad power supply take out  only some hardware? please help
