You should also see if there's a BIOS update available for your unit.
It sort of sounds like the CD-burnng software doesn't close the session until the machine is rebooted. However, since you have used two different pieces of software to burn with.
Another possibility is that there is a specific application run by the writing software that doesn't shut down properly when the writing software exits. I can't remember the name of the application, but there was one with Roxio several years ago that caused this problem. After you reboot, but before you start up any of the burning software, look at Task Manager and see what's running. Run one of the burning applications and look again while it's still running. Burn a CD and quit the application.
Check Task Manager to see if something is still in the list that was not there before you ran the application. If so, try to read the CD you just burned. If it won't read, go back to Task Manager and end the program that is running. See if you can read the CD now.
If you can, see if there are any updates to the application on the 'Net and install them. Try it again and see if the problem is solved.

Was a new driver installed for the CDR? I would check out Toshiba's web site and see if the drivers are available, or if you have the original media that came with the laptop the original drivers might be on there. Something similar happened to me where my windows update supplied a new driver which caused my burner to stop working correctly.
