power savings mode and computer keeps shutting off and turning back on what can I do to fix?

my moniter keeps going into power savings mode as soon as I turn it on and the computer keeps shutting off and turning back on. It will not show a screen at all on the moniter because of power savings mode and I have replaced the graphics card and power supply and still does the same thing.  What can I do?
