Older LCD Monitor works with some PCs but not with others

I have an Envision EN-5200ei 15" LCD monitor that was manufactured around 2002 that I use for troubleshooting and/or testing various PCs. It works perfectly when newer PCs are attached to it, but displays nothing at all when older PCs are attached to it. The Owner's Manual says it has a VGA input. I initially thought this was a digital vs. analog signal issue, but now I'm not sure. In the past, whenever the display didn't work, I would hook the PC into an old style CRT monitor to get video, so the issue here is NOT a defective video card OR a defective LCD monitor. So,

A) What causes this?   &
B) What solution can I apply  that will keep me from having to use the CRT monitor when the LCD monitor doesn't work? An adapter? Special cable? VGA signal booster?
