Hi Heliboy999, first up >>Cannot seem to get into Safe mode by F8.<< have you tried F10?
vga.html hread.jspa ?messageID =627849& _as_comput er_monitor .html
what be brand is your system HP and some others use different keys.
See F8 maybe disabled by some keyboards, the fancy ones they use all the keys for special events
try using a generic keyboard.
Well worth keeping a cheap keyboard for this reason.
Now with your problem, your Samsung LCD TV LE32R88BD should work but if you want to use it as monitor instead of a TV you may need to have a converter,
as you know the default monitor is the default monitor not a secondary screen via vga, if you want to use the TV as the default monitor it will have to use the DVI connection cinverted to vga.
work around
dvi to vga converter will make it the default monitor on the default dvi using vga

But with these it's best to contact your local samsung, LCD TV manufacturers, one email to them should solve your problem.
But take a look here these guys have good advise even if it's a little confusing
