This means it's a pretty serious problem and it could be anything, from a power problem to a faulty LCD controller, so I would say it isn't worth it to try to fix it.

If the menu isn't even displaying I'd say the monitor is no good anymore.
To actually repair the monitor, you are better off normally buying a new monitor because repairing monitors might come with issues again if you don't (or the person) do it correctly. It could be a cold solder issue, you'd need to reheat the board, and that isn't a simple or easy task, and I don't recommend it. Considering it is getting power, (Since the light is flickering) it's probably not a small issue that requires to see if a few solders came off or not.
If it's under warrenty I'd go with that first definatly. It's very difficult to repair these.
