Sounds like either a refresh rate problem or the screen resolution is being set to high for your monitor.
Try the following:
Make sure the driver is installed then start the computer using Safe Mode.
Once logged into Windows you can change the resolution or refresh rate by right-clicking on the Desktop, choosing Properties and clicking on the Settings tab.
For screen resolution, move the slide bar over to the LEFT. This will lower the resolution and allow your monitor to display Windows correctly. If the refresh rate is too high, click on the Advanced button and then click on the Monitor tab. From the drop down, choose a lower value for the screen refresh rate (60 is normally fine). Go ahead and reboot your computer normally and everything should load up fine. Remember, in Windows, when you change your display settings, always click APPLY first.

Is there possibly an onboard video card that needs to be disabled in BIOS? If you have an onboard video port, plug your monitor in there and reboot the computer.
