It would operate under Windows XP tablet edition. Does such an animal exist? If so, what manufacturers, etc. Is performance the same as a tablet pc?

Yes and no. As you know, the Tablet PCs run on a special operating system, called Windows XP Tablet PC Edition, which has special components not found in other versions of WinXP. However, the tablet screens are not typically sold as stand-alone products. You can get touch screens in both CRT and LCD screen types, but they don't have the same pen-based function as the tablet screen. Wacom's Cintiq is probably about as close as you can get: http://www.wacom.com/lcdta
