Um its entirely up to you, we always build projects as normal flash project but we try to optimism it for the specific hardware it would run on, so in the case of that example our stage was the size of the native res of the lcd touchscreen, and as that project had extensive animation we tuned the performance of the app to the gfx performance of the pc running the interactive. But we were luck that we had the hardware for the installation available in our office for testing as the project was developed otherwise we would just have developed it like any other flash based project.

most kiosks are just a PC / MAC (Usually Windows) .. and a touchscreen monitor, usually the monitor accets as a usb/serial mouse and gives you mouse presses. so you can do normal stuff like on press, ext.. everything is taken care of by the OS and the hardware.
Only things to watch out for is on rolover ext are unreliable so stick to on press and release and depending on the quality of the touch screen drags can also be a problem.
More advanced stuff like multy touch are case by case specific requiring custom hardware, and libraries to interface with flash ... which im not sure even exist.. would require some research.
But on the whole you bog standard kiosks is no different from an normal pc with a mouse if thats any help..
heres and interactive game we made for a museum in flash with no specially requirements other than flash and the touch screen hardware.
