Setting up Smart Device Application on Visual Studio 2003

I am working with Visual Studio 2003 and trying to develop an application using a Symbol 8846 .net handheld using windows ce .net 4.2 .  To this in visual studio 2003 and create a Smart Device Appliction using at template.

I am trying to install the following and have downloaded the following.

Microsoft eMbedded Visual C++ 4.0
Microsoft eMbedded Visual C++ 4.0 Service Pack 4

I have ran the C++ 4.0 and it downloaded to a temporary folder.
C:\DOCUME~1\DAVIDJ~1\LOCALS~1\Temp

I then ran service pack 4 to
C:\DOCUME~1\DAVIDJ~1\LOCALS~1\Temp

and it says that embedded visual C++ is not installed.

Can you help me set up Visual Studio 2003 to do Smart Device projects?
