Howto Enable / Disable Wireless Message Reconciliation for BES with Exchange on SBS2003 behind ISA

My US CSP (Orange) has enabled BES on my account and (apparently) this is provisioned correctly (I see GPRS in UPPER CASE  on the screen).

I have added a user, CompanyUser@CompanyName.com, using the Add New User Wizard in the BES BlackBerry Manager console when logged in as BESAdmin.

The user has been sent an enterprise activation password. The user has a handheld which was pre-owned but has been wiped from Options->Security->General Settings->Wipe Handheld and no Services are present.

In BlackBerry Manager the user status is shown as initializing and this hasn't changed for hours.

In BlackBerry Manager the Wireless Message Reconcilliation is shown as disabled. I think this is how it was set up when BES was installed. I don't think this is right and I want to change this to enabled.

When the user clicks Enterprise Activation on the handheld and enters their CompanyUser@CompanyName.com and activation password the handheld attempts to complete activation but, after 10 minutes says, "The server is not responding. Please contact your system administrator."

Although the Exchange server is behind ISA2004 I have followed the guidance and have confirmed that ports 3101 and 3500 can send and receive inbound and outbount traffic. Also port 8080 (which ISA uses) is remapped to port 9080 and 443 is remapped to 9443; all in accordance with guidance and advice.

I really want to enable wireless reconcilliation for the user but can't see how. Do I have to uninstall and reinstall BES? I !*REALLY*! hope not...
