Blackberry 8830 not connecting properly to BES 4.1 on SBS 2003

I have a customer who has a Sprint Blackberry 8830 "World Edition" smartphone.

* His exchange server runs on a co-located SBS 2003 server.
* To access email via Outlook, he VPNs to a DNS address (remote.fakeaddress.com).
* I installed the personal, single-user version of BES 4.1 on his SBS server so that his phone could do all that fun exchange stuff
* Currently, not working.

Specifics:
SBS Server Info:
* Tested port 3101, is properly open (BBSrpTest successful)
* Went through Gary Cutri's guide and properly setup Besadmin (as far as I can tell)
* User's exchange works fine in outlook on various Windows machines.

BES Server Info:
* under users, mailbox looks correct
* IT Policy status shows "Error"
* PIN, phone number, and Serial all match up exactly to user's phone
* Last contact time: 6/20/2008  6:41:50 AM
* When I generate and email password, it arrives properly in the user's inbox (but not on phone)
* BES Server says is running -- all BB/BES services are running

BB phone info:
* If I need to add VPN info, I have no idea how to do this on the BB itself
* @ Email Setup I choose enterprise activation. email is correct. Password is *seemingly* correct (have tried self-assigned and generated passwords, none work) and PIN is correct. It also says "activated on June 20, 2008" and yet the phone has never received messages or calendar items wirelessly.
* When I enter the "correct" info on the email/password/pin activation screen, it goes through the motions, throws up an error message that's blocked by another error message. The top message says "An error occurred. Please contact your system administrator"

Where am I going wrong here?
