Blackberry users not receiving all messages on device

Hello;  I have several blackberry users that are not receiving all thier messages on thier devices.  The messages are being received on thier desktop but they do not make it to the device.

Our setup is as follows:

Windows 2000 Server hosting Windows Exchange 2000
Windows 2000 Server hosting BES 4.1.4.15

There seems to be no pattern to these messages.  Not from a single sender or the same sender all the time.  Not specifically to a group or direct to the users.  It seems very random from what I can tell.

Any suggestions on where to begin to troubleshoot this issue?
