It sounds like the user is using Blackberry Internet Service thru the carrier and using the OWA functionality. Call the carrier and ask them to review the functionality and provisioning data plan associated with the phone, they can also tell you if it using BIS and help you access using the PIN and EMEI number if you are the bb administrator.

It might be a service from the wireless provider that scrapes off OWA. I don't think that works with Exchange 2007 so BPS will have to be deployed.
From memory (haven't got a device in front of me) but if the device has Enterprise options enabled then Enterprise Activation should still be in the Options menu.
I think there is also a way to tell looking at the service book list, but I can't remember 100%.
Or you could just call the service provider because they have to activate Enterprise support at their end.
