You can disable redirection and disable connection and collaboration services. That should stop emails from getting to the phone

Blackberry Enterprise Server Disable and Wipe Handheld Option
If you send the command to a BB device to Wipe and Disable it, does that also disable the phone part as well or just the data portion?
For instance, if you have a user that you want to disable from syncing email but you want them to still be able to use the phone to make calls, would a Wipe and Disable prevent them from using the phone to make calls?

Hi,
No, if they know have the pin code from sim card they can use the simcard even in a blackberry phone to make calls. Disable and wipe simply disables the wireless synchronization and erases the handheld. The handheld is in the same state as it came from the factory. After the phone reboots you can use it to make calls.
