Multiple Blackberry Issues

I have a user that had this issue on an older 8820 blackbery, got a new one, 9000 Bold, and it is croping up again.  Here is what he said...

Emails come in batches at approx. 15-minute intervals.
Emails filed or deleted on the device are handled correctly on the desktop.
Emails filed or deleted on the desktop remain in the inbox on the device.

He is connected to our BES and we have tried removing battery, not working.  We have tried Wiping and Re-Activating with no success.  Any suggestions on what this might be?

Did he ever have the blackberry account previously set up to use Blackberry Internet Service (BIS)?

Also is the redirector installed or is the correct install of the blackberry manager on his PC?

Is this BIS or BES. IF BIS can't do mych of this. If BES reboot Exchange and BES respectively if ping response is good.

He has never been on a BIS, only our BES.   He doesn't connect to Blackberry Manager on his PC.

Is this the only user on BES? If yes what is the Ping response between Exchange and BES ?

Ok, next thing to do is remove the BES account completely from BES and restart the act. process from scratch.

Remove user from blackberry
Move to mailbox to different server/storage.
Add and Activate BES account again.

What version is the BES?

we have close to 200 users on our BES.  We tried removing the account, readding and activating and it helps for a little while, but always comes back.  BES version is, I believe, the most up-to-date for BES to Groupwise...4.1.6.20

Not sure about the Groupwise version, but this is how hard deleting of items works on BES prior to 4.2 with Exchange

After working with RIM, the issue is his Mailbox.  We are moving him to a new mailbox.
