Unable to load local aspx from blackberry simulator... please help.

I try 2 develop a blackberry web page with VS2008 but i unable to access the page tat i develop locally with BlackBerry smartphone simulator, i wondering wat is the configuration or some setting tat i might missing.
i did install BlackBerry smartphone simulator 4.7.0, BlackBerry MDS Services Simulator 4.1.4 in my desktop, the procedure tat i doing now is :
1. start the BlackBerry MDS Services
2. start BlackBerry smartphone simulator
3. open the BlackBerry browser then key in the local aspx path. eg: http://localhost:12344/simplepage/default.htm

then it unable to access the page. error prompt:
"HTTP Error 403: Forbidden
You are not authorized to view this page. Please try loading a different page."

if i running tis page in IE, it run perfectly...
i'm newbie in develop blackberry, could anyone show me some guideline...?
plaese help.. it's urgent.
