Palm treo 700p stuck in bootloader mode

I have a client that has a palm 700p smartphone that was brought to me to try to repair and or recover the data on. Physically the device is good, however upon inserting the battery all I have is a bunch of Red, Green, Blue, and White bricks. It also displays 0.14 in the center top of the screen. I have given up on recovering the data, but I still need to try to make the device usable again.
