As ECNSSMT mentioned the wireless activation is the best method. When you click on a user added to the BES you have a properties windows displayed below, in this area you have a menu called "Service Access" where you will find "Set Activation Password". By default the password will expire within 48 hours so make sure your client extends this time if 48 hours isn't enough.
Before activating user’s wirelessly just make sure the end user has GPRS written in capitals on the device. Also ensure that the BES codes have been applied to their SIM. If a user has been using BlackBerry via the internet service and they are changing over to BES you need to ensure they have BES codes applied to their SIM as the BIS codes won't allow them to be activated on a BES. If any users have been on BIS it's best to go into OPTIONS > SETTINGS > SECURITY and click the track wheel and select "Wipe Handheld" before activating.
Another small item is to make sure the end users change their "Date & Time" settings as it will default to Casablanca time zone by default and the time stamps on items will be incorrect if it isn't changed.

Yes From the BES console, after you create the user, go to Properties of the user, set the enterprise activation password. Give the remote user his primary smtp email address (tom.jones@somecompany.com ) and the activation password.
the user can then go into his blackberry's Option and choose Enterprise Activate, provide the email address and activation password. roughly 15 minutes to an hour afterwards (depending on the amount of data that has to go across), he is activated.
just make sure that the blackberry device is functional on the wireless service provider network. you may have to work with the wireless provider on this.
