When you have Outlook in cached mode all you need to do is hit "send and receive" after reading, deleting or moving emails. Once you have done a ""send and receive" go into messages and press the track wheel and select "reconcile now". This will may the read, deleted or moved files update on the device instantly.
Issues that can arise:
1. If you delete an email from Outlook you need to leave it in the recycle bin otherwise the BES will loose track of the email and it won't be deleted from the device.
2. If you want emails that are deleted on the device to be deleted from Outlook you need to go into "messages" on the devices, then select "Options" and "Email Reconciliation". In this area ensure "delete on: Mailbox & handheld" is selected.
3. Read emails in Outlook don't seem to update on the device. Ensure on the device "Wireless Reconciliation is On", also remember a delay of up to 20 minutes may occur. You have to consider Outlook only does and send and receive in cached mode every 5 minutes (this also updates read, deleted & moved items), then the device will only do reconciliations every 15 minutes. To speed this process up just hit "Send & Receive" and then "Reconcile Now" on the device.

everything is either instantaneous or 15 minutes; which every comes first (so much for the pearls of wisdom huh)
I am kinda curious if the user has Outlook 2003 in cache mode. If so take it out, it does some funky things with synchronization between itself and Exchange.
In Outlook, go under Tools > (Options) > Account setup > choose the account if you have to > Change
and right under the textbox for the Exchange Server, uncheck the Cache checkbox....
I think that reconciliation time is set at 15 minutes and can't be changed...
