Sounds like you need to wipe the OS.

Download and install the javaloader:
http://www.blackberryhowto
-I found it easier to drop the javaloader files to the root of c:\
Connect the device to your system.
Then launch javaloader with something like this:
C:\> javaloader wipe -u
This will completely wipe the device and you will reciece a file error on the device, thats how you know its wiped.
Then download the latest OS version from either RIM or service provider, connect the device again and launch the app to reload the OS.
